UIT codes in Romania (RO e-Transport): Requirements, registration, and penalties for the transport of goods

If you transport goods to, from, or through Romania, compliance with the RO e-Transport system and UIT codes is essential.

Romania’s National Agency for Fiscal Administration (ANAF) requires shipment registration for most commercial transports. Failure to comply may result in significant fines and possible confiscation of goods.

1. What is the RO e-Transport system?

RO e-Transport is a national digital monitoring system that tracks the movement of goods in real time.

Its goal is to:

  • improve tax control

  • reduce fraud

  • increase trade transparency

Each registered shipment receives a Unique Identification Code (UIT) that must be included in the transport documents and carried by the driver.

2. Which transports require a UIT code?

UIT codes are mandatory for domestic, international, and transit transport.

Domestic transport

  • Shipments between two locations within Romania
  • Deliveries from local producers and distributors

International transport

  • Imports – goods entering Romania from another country
  • Exports – goods leaving Romania to another country
  • Intrastat transport – shipments between Romania and other EU countries

Transit

  • Goods transported through Romania, where the start or end point is in another country

👉 Since July 1, 2024, all shipments exceeding 500 kg or 10,000 RON must be registered.

3. Which goods must be registered?

Before July 2024, UIT codes were required only for high fiscal risk goods, such as:

  • Fruits and vegetables
  • Alcoholic beverages and tobacco products
  • Mineral oils and fuels
  • Electronic products and devices
  • Construction materials

NEW from 01.07.2024:

  • All goods exceeding 500 kg or 10,000 RON (~€2,000) must be registered.
  • Even standard shipments such as furniture, clothing, machinery, and raw materials now require a UIT code.

4. Exceptions and validity

Certain types of transport are exempt from registration in the RO e-Transport system.

Temporary exemptions (valid until 31.12.2024):

  • Transport of goods under a customs regime
  • Shipments from government institutions
  • Military supplies and humanitarian aid

Permanent exemptions

  • personal goods

  • low-value shipments

  • certain government or strategic deliveries

Validity

  • domestic: 5 days

  • international: 15 days

  • transit: transit period only

5. How to generate a UIT code?

Registration is completed online via the ANAF platform before transport begins.

Required information:

  • sender and receiver

  • goods description (TARIC codes)

  • loading/unloading points

  • vehicle details

  • expected transport period

📅 Submission must be completed up to 3 days before departure.

⚠️ Important: The UIT code must be included in the transport documents and provided to the driver before departure.

6. Who can register the transport?

The registration of transport in the RO e-Transport system and the generation of a UIT code must be carried out by authorized entities, which may be registered in Romania or another country, depending on their role in the transport operation.

Who is responsible for registering the transport?

  • The sender or recipient – if the company is registered in Romania and is part of the local delivery process
  • The importer or exporter – if they are a legal entity registered in Romania or another party responsible for the movement of goods
  • The declared owner of the goods – if the shipment is under a customs regime, and the entity is registered in Romania
  • The transport company (carrier) – if it is a Romanian company or a foreign carrier registered in ANAF for operations within Romania
  • An authorized representative or customs agent – if authorized by a Romanian-registered company

⚠️ Important: If a Bulgarian company is sending or receiving goods but is not registered in Romania, it must authorize a Romanian partner, customs agent, or transport company to handle the necessary registration in the ANAF system. The UIT code must be generated before the transport begins and included in the transport documents.

7. Penalties for non-compliance

Romanian authorities conduct strict inspections of shipments requiring UIT codes.

Possible penalties include:

  • up to 50,000 RON – missing or incorrect code

  • up to 100,000 RON – false information

  • confiscation of goods for repeated violations

👉 Recommendation: To avoid fines, ensure that the UIT code is correctly generated and included in the transport documents before shipment.

8. How to stay compliant

The RO e-Transport system and UIT codes are now mandatory for almost all shipments, and non-compliance can result in significant fines.
