From 1 July 2024, Romania expanded the requirements of the RO e-Transport system to international shipments, not only goods considered to carry high fiscal risk. For shipments above 500 kg or with a value above EUR 2,000 entering or leaving Romania, a UIT code must be issued.

The declaration is submitted by the Romanian consignee or consignor. It can be registered up to three days before loading, but no later than the loading date. The UIT code is valid for 15 days for international shipments and five days for domestic shipments and must be available in the event of an inspection.

How does RO e-Transport work?

The system is used to monitor road transport of goods with high fiscal risk and international road transport in Romania. It is managed by the Ministry of Finance, the National Agency for Fiscal Administration and the Romanian Customs Authority, with the aim of improving control over the movement of goods and reducing tax fraud and illegal trade.

What information must be submitted?

  • details of the consignor and consignee
  • characteristics and value of the goods
  • loading and unloading locations and transport information

After registration, the system generates a UIT code that identifies the shipment and must be included in the transport documents.
